Frequently asked questions
A memorial reef is an artificial reef built to contain and honor the cremated remains of our departed loved ones while creating sustainable marine habitat. I(http://habitat.It)t (http://habitat.It)combines elements of a traditional columbarium as a place for storing cremated remains in niches within an eco-friendly underwater memorial that supports marine life and creates new habitats.
Examples are the Poseidon Memorial Reef (created by Reef Builders International for Ocean Legacies) or the Neptune Memorial Reef (The original vision of Afterlife Services President, Gary Levine).
Artificial Reef Purpose: Poseidon Memorial Reef Pavilions, the fundamental structures of the reef, weighing nearly twenty tons are deployed on the seafloor seventy feet deep in our permitted ocean zones. The Memorial Pavilions create the artificial reef. They provide surfaces for coral growth, hiding spots for fish, and overall support for biodiversity, turning the memorial into a living, evolving ecosystem. limestone boulders for hiding spots for fish, and overall support for biodiversity, turning the memorial into a living, evolving ecosystem.
Environmental Benefit: Unlike traditional burials or ash scatterings, this approach with our ecologically planned design adds new marine habitats, combats issues like coral bleaching, and promotes "marine life", and can contribute to the health of our Oceans and the Gulf.
A columbarium is a structure—often found in cemeteries, memorial parks, churches, or mausoleums—designed to hold cremated remains in niches, which are small compartments.
The term comes from the Latin columba, meaning “dove.” Ancient columbaria resembled dovecotes, which are structures with many small openings designed to house doves and pigeons ,so the name carried over to modern memorial use.
Cremains is often used by Funeral Professionals to offer a gentler, more concise way to refer to cremated remains.
Florida Law requires that all cremains installed in an underwater columbarium must be “Permanently Irretrievable”. Ocean Legacies respectfully incorporates cremains into a cylindrical cast concrete Memorial Capsule designed for underwater columbarium installation.
These Memorial Capsules are then set in niches in the Memorial Pavilions, benches, statue bases or environmentally perfect “ancient limestone coral boulders.” Personalized plaques may contain names, dates, epitaphs, or symbols that are attached to identify each memorial at the location chosen by the family.

Memorial reefs are engineered for permanence, designed to withstand major storms, especially after Hurricane Andrew. They are intended to endure for eternity, evolving into natural coral reefs as marine life colonizes them. Poseidon’s Memorial Pavilions, built by Reef Builders International, aim for indefinite longevity and fish habitats contributing to ocean ecosystems for generations to come.
Poseidon Memorial Reef is just minutes offshore of Destin Beach, Florida, in the Gulf of Mexico located in Fish Haven #22. Families receive exact GPS coordinates and deployment details after placement of their Memorial Capsule. At the Poseidon Memorial Reef, Ocean Legacies provides this as part of the arrangement.
Yes—ongoing monitoring by Reef Builders International ensures ecological health, structural integrity, and compliance in protected zones.

Yes, multi-person memorials are possible and there are many options specifically for this choice. Ocean Legacies offers options for families or groups, allowing combined tributes in one or more Pavilions.
Limited personal items may be incorporated into the Memorial Capsules if they are eco-friendly and approved (e.g., non-toxic mementos mixed into the concrete). Ocean Legacies follow similar guidelines to ensure environmental integrity, as advised by Reef Builders International.
Yes. There are currently only two major themed multi-person memorial reefs in the United States, and both were the vision of Gary Levine, currently the President of Reef Builders International, Corp.
Notable Examples:
The Atlantis Memorial Reef/ Neptune Memorial Reef: (off Key Biscayne, Florida):
Often called the world's first underwater cemetery or columbarium, it mimics a sunken city inspired by Atlantis. Atlantis was intended to be, and actually became the very first Memorial Reef in the United States. The very concept of a Memorial Reef was the vision of Afterlife Services President, Gary Levine. The designers of Atlantis were renowned Sculptor Kim Brandell and their graphic illustrator. Atlantis was later renamed Neptune Memorial Reef. Regardless of the name, the reef would not exist except for the irrefutable facts that the vision, concept, design, and approval to build were all the work of Gary Levine and Kim Brandell who placed the original Pavilions on the ocean floor.
Poseidon Memorial Reef (off Destin, Florida): A newer project by Reef Builders Internationals president, Gary Levine, is focused on ecologically designed habitats to increase and accelerate creating vibrant reef environments while honoring loved ones through custom Pavilions, and marble and bronze sculptures.
This option appeals to people who loved the ocean, seeking an eco-conscious “Green Thinking ” alternative to land burial or scattering, establishing a permanent tribute that contributes positively to the environment.
Eternal Reefs by “Reef Ball”
Eternal Reefs offers an innovative way to memorialize a loved one by incorporating their cremated remains into single artificial reef structures. This process involves mixing the ashes with concrete to create a Reef Ball, which is then placed in a designated ocean location. These singular structures are assembled in a group to become an artificial reef. It's a different form of burial at sea. Eternal Reefs have made an admirable addition to fish habitats.

When families explore underwater memorials, they often compare a handful of established projects. It's important to clarify the landscape:
The primary competition in the large-scale underwater columbarium space is between these two visionary projects. Both The Neptune memorial Reef and the Poseidon Memorial Reef honor loved ones by integrating cremains into artificial reefs that support marine life, but key differences make Poseidon Memorial Reef a more personal, accessible, and ecologically advanced choice for many families.
Personal Touch and Responsiveness vs. Corporate Scale Poseidon Memorial Reef is a closely held, privately owned endeavor—meaning when you call, you're speaking directly with people who are deeply invested in the project and your experience. No layers of executives or distant corporate offices: our team is responsive, approachable, and truly there for you every step of the way. In contrast, Neptune Memorial Reef operates as part of Service Corporation International (SCI), a publicly traded, multibillion-dollar corporation with extensive shareholder obligations, numerous executives, and a focus on broad profitability across its vast network of funeral services.
This structural difference translates directly into meaningful benefits for families:
Dramatically Lower Costs Without Compromising Quality Because Poseidon isn't burdened by the overhead of a massive public corporation, we can offer significantly more affordable placements—often at a fraction of comparable options elsewhere. Families choosing Poseidon enjoy premium, permanent memorials in thriving reef environments without the premium pricing driven by corporate margins. This makes an ocean legacy accessible to more people who cherish the sea, turning what might otherwise feel out of reach into a heartfelt, achievable tribute.
Superior Ecological Design for a Truly Living Legacy Beyond affordability, Poseidon Memorial Reef was purpose-built with ecology at its core. Our pavilions emphasize maximum habitat value: high surface area, complex structures, and limestone-inspired designs that accelerate coral growth, provide superior shelter for juvenile fish, and foster biodiversity more dynamically than earlier models. Your loved one's memorial doesn't just rest in the ocean it actively contributes to rebuilding marine ecosystems, creating protected spaces where life flourishes for generations. This "habitat-first" philosophy means your tribute becomes part of a vibrant, evolving underwater world that truly makes a difference.
"Eternal Reefs" offers a wonderful, respected alternative—but it's a distinctly different product. Their approach uses smaller, individual "reef ball" structures (typically accommodating one person or a small group), which collectively form artificial reefs. If you're seeking a more modular, single-memorial focus, Eternal Reefs is admirable—but for expansive, habitat-creating pavilions that become living underwater destinations, the real comparison lies between Poseidon Memorial Reef (Ocean Legacies) and the Neptune Memorial Reef.
In short, if you're drawn to the magic of an underwater memorial but want personalized service, exceptional value, and a design that prioritizes nature's recovery, Poseidon Memorial Reef through Ocean Legacies delivers an unmatched combination. It's not just about placement, it's about creating a legacy that's affordable, intimate, and profoundly beneficial to our oceans.
